SL的服务器可以退款吗？

如果不能退款那这个是什么意思：
Cancellation Procedure:
Per the Terms of Service, all cancellations must be requested prior to Jul 31, 2009 23:59:59 CDT (GMT-05:00) which is 72 hours prior to the anniversary billing date of Aug 04, 2009.
是什么意思？为什么可以取消服务器？取消后是不是账单日后的费用就不用付了？

Softlayer的服务器没有退款的，意思是不打算续费服务器的话要提前72小时通知机房说要取消不打算续费，这样他们接到通知后后在到期后下架。

如果没有提前72小时通知机房的话将要再付一个月的费用。
