Idle Always Free compute instances may be reclaimed without notice. If this happens to your Always Free compute instance, it will appear as stopped in the Console.

To restart the instance:

Open the navigation menu and click Compute. Under Compute, click Instances.
Click the Always Free compute instance.
Click Start.

看清楚，现阶段只是给你关机，stopped，又不是terminated，终止。

甲骨文的新区扩展还没走完全球，免费资源这块还暂时动不到

如果停止了免费业务意味着甲骨文不再扩展新区，还早着呢
