各位老哥帮我分析个买鸡纠纷

我在一个老外那买了台机器,约定是2天交付,这都五天了还在找各种理由延期,后来我申请退款,他说保证几小时内交付,结果又延期了,我急了去paypal争议了。
结果他在工单里反问我一句I received your dispute, still wondering why you would do that as we are working hard to get your dedicated server ready.

从我的认知看,这个机器上架有多困难跟我没关系,我都多忍了好几天了够意思了,就算他家房子塌了也不该影响交付给我吧。

所以这事是我理所当然了,还是老外理所当然了。麻烦老哥们给说说。

是哪个商家暂时不说了,不是为了爆破他,单纯就是论这个事。

补充一下:
有老哥跟我说我不该直接争议,这是没错的,主要是我没把情况发全,名字改成xxx了,给人家留点隐私:

你可以直接要求他退款呀,争议一般是他不愿意退款才发起的。

争议前应该和商家协商。争议对商家影响很大。

我和他商量过退款了,他忽悠我We expect to deliver this within the coming 4 hours!
我心想就算了,结果过了大半天还没下文,就申请争议了,结果他看见争议跟我说再有两小时就好了。我是真不信了。
