Unfortunately, the inbound route is something I don't have the ability to adjust well.
I will investigate options for improving the outbound routes to you although from what I can tell from a quick inspection, the outbound route back to the IP address you tracerouted from was using the best path via HE's 10Gbit connection to ChinaUnicom.
