Regarding the way I operate:
Certain things are "dedicated" and certain things are "fair share". CPU resources and bandwidth resources are provided "fair share".
The host nodes have a 100 or 200Mbps (bonded) connection to the core routers. Thus, while each customer obviously can't burst... if each customer used an average rate over the month... they would be able to fully utilize their bandwidth without slow down.
In other words, if I give a plan 320GB of transfer, I equate that to about 2Mbps of sustained average use bandwidth. Thus, I would be able to support 50 to 100 of such customers (considering bandwidth alone) on a host machine. Of course, in reality... I also have to make certain that the CPU usage while provided "fair share" does not get to where nodes are starving for resources.
In general, there are a lot more resources available than provided. Of all the VPS accounts provided... only about 2 use over 50% of their bandwidth allotment a month. Most are far less than 25%.
