因为没有正常退出程序，导致没有发送暂定下载的信息到tracker，所以tracker会认为你还在下载，过一段时间（通常为1小时）后，tracker发现之前的下载连接没有发送更新信息，就会认为连接已经断开，这时候你就可以下载了
